By mandate of NC Law Senate Bill 49 / SL 2023-106:

Beginning January 1, 2024 - for your child to have their picture/video/audio-recording taken, the student's parent/guardian has to Opt-In their child.

The model release form also permits your child to be in the yearbook or included in any school-related social media. While opting in is not mandatory, students who aren't opted in will not appear in any new media content produced by the school or district. You can locate this form inside the Materials Section -> "Mandatory" folder -> "updated model release form"

This means we will need your explicit consent for your child's participation in activities where their photos may be taken and used in school materials such as yearbooks, Facebook posts, and other educational or promotional content. To streamline this process, we are introducing digital Model Release forms through our app's 'Rooms' feature (also accessible online at edurooms.com). This approach ensures easy access for you and efficient record-keeping for the school.

Where to locate the model release form in rooms?

In the "Rooms" section of the app tailored for your child, you'll find a new addition: a classroom labeled with your child's school name and grade level. Within this classroom, navigate to the "Material" section and select it. Here, you'll find a folder titled "Mandatory." Inside this folder, there's an important link named "Updated Model Release Form." This link leads to the latest version of the model release form, which you'll need to complete to opt your child in.


If you haven't yet set up a 'Rooms' account, please contact your child's school for assistance. This digital system, integrated with our student information system, allows only authorized parents or guardians to view and complete the forms, ensuring the safety and security of your and your child's information.

You will receive a notification in 'Rooms' if your account is linked to your child. This rollout will be gradual, with each school transitioning in phases.

Parents' Rights for their Child's Education

Under State law (S.L. 2023-106), parents are allowed to exercise the following rights with regards to their child’s education:

  1. The right to consent or withhold consent for participation in reproductive health and safety education programs, consistent with the requirements of G.S. 115C-81.30.
    2.    The right to seek a medical or religious exemption from immunization requirements, consistent with the requirements of G.S. 130A-156 and G.S. 130A-157.
    3.    The right to review statewide standardized assessment results as part of the State report card.
    4.    The right to request an evaluation of their child for an academically or intellectually gifted program, or for identification as a child with a disability, as provided in Article 9 of this Chapter.
    5.    The right to inspect and purchase public school unit textbooks and other supplementary instructional materials, as provided in Part 3 of Article 8 of Chapter 115C.
    6.    The right to access information relating to the board's policies for promotion or retention, including high school graduation requirements.
    7.    The right to receive student report cards on a regular basis that clearly depict and grade the student's academic performance in each class or course, the student's conduct, and the student's attendance.
    8.    The right to access information relating to the State public education system, State standards, report card requirements, attendance requirements, and textbook requirements.
    9.    The right to participate in parent-teacher organizations.
    10.    The right to opt in to certain data collection for their child, as provided in Part 5 of Article 7B and Article 29 of Chapter 115C.
    11.    The right for students to participate in protected student information surveys only with parental consent, as provided in G.S. 115C-76.65.
    12.    The right to review all available records of materials their child has borrowed from a school library.
